In a major breakthrough for healthcare labour relations, the Kenya Union of Clinical Officers (KUCO) has successfully negotiated and signed Return-To-Work Agreements (RTWA) with the County Governments of Kitui and Makueni.
This landmark development marks a significant step forward in our commitment to safeguarding the welfare, rights, and working conditions of Clinical Officers in the region.
After constructive engagements and continued advocacy, the two counties have shown commendable willingness to resolve longstanding labour issues through dialogue and mutual understanding in a move that if implemented as agreed would see the New Career Guidelines for Clinical Officers of May 2024 implemented as intended in terms of Job groups categorization and correct procedures for promotions and redesignations followed in the above-mentioned counties. The signed agreements provide a clear framework that ensures our members return to their duties under improved and protected terms, reflecting both counties’ commitment to fair labour practices.
A Victory for Dialogue and Professionalism
This achievement underscores the power of dialogue and structured negotiation in resolving labour disputes. The Return-To-Work Agreements include terms that address the core concerns raised by our members, including:
• Protection of our members’ rights upon resumption of duty.
• Improved working conditions and adherence to professional standards.
• A commitment from county administrations to continue engaging constructively on labour matters.
We commend the County Governments of Kitui and Makueni for choosing the path of dialogue over confrontation. Their leadership in this matter sets a positive precedent for other counties and reinforces the importance of respectful, solutions-driven engagement.
KUCO’s Unwavering Commitment
This achievement is part of KUCO’s broader mission to ensure that all Clinical Officers across the country work in conditions that are safe, dignified, and professionally fulfilling. These agreements are not the conclusion, but a stepping stone toward more sustainable, systemic improvements in working conditions and labour rights for all our members.
KUCO remains firmly committed to advocating for Clinical Officers across the country. Our mission is clear — to ensure that every Clinical Officer in Kenya works in an environment that is fair, safe, and dignified. These agreements are not just about returning to work; they are about restoring the professional dignity of our members and affirming their essential role in delivering healthcare to our communities.
We call upon all other stakeholders in the health sector to emulate this spirit of dialogue, and we reaffirm our readiness to engage constructively wherever Clinical Officers’ rights are at stake.
In Solidarity,
Kenya Union of Clinical Officers (KUCO)
