The Kenya Union of Clinical Officers, a duly registered trade union, invites qualified firms to submit formal proposals for the supply, deployment, and maintenance of a secure, reliable, and compliant Elections and Voting Management System to support its internal electoral processes. The system may be tailor-made or off‑the‑shelf, provided it meets the mandatory specifications.
1.1.Scope of Work.
The successful provider shall deliver a fully functional Elections Management System capable of:
•Conducting and managing multiple elections simultaneously.
•Generating verifiable results, audit logs, and supporting internal security protocols.
•Providing post‑election reporting and administrative oversight capabilities.
1.2.Functional Requirements.
•Multi‑Election Capability: Ability to manage several branch elections concurrently.
•Live Streaming Feature: Real‑time streaming of the voting process for enhanced transparency.
•Secret Ballot Compliance: Strict enforcement of voter anonymity and prevention of ballot traceability.
•Accountability: Production of secure logs, complete audit trails, and verifiable post‑election reports.
1.3. Submission Requirements.
Interested firms must submit: – Company profile. – Evidence of experience in similar deployments. – Technical proposal detailing system architecture, features, and security controls. – Itemized financial proposal. – Implementation schedule. – Support and maintenance plan.
1.4. Submission Deadline.
